Frances Foley

On the evening of April 29th 2020 the sky gained a star and the heaven an angel as Mary Jean Frances Heppell Foley, 92; of Fulton passed from her earthly body. Born in 1927 Mrs. Foley was the 12th child of the late John Joseph Philemon and Yvonne Blanche (Riverin) Heppell of Rimouski, Canada. Mrs. Foley had a zest for life. She was educated at St. Mary’s School, and graduated from Fulton High School: Class of 1945, where she varsity lettered in 3 sports. Mrs. Foley remained a lifetime resident of Fulton, NY. Mrs. Foley was accepted to Oswego State Teachers College but the aftermath of WWII interrupted her dream of becoming a teacher. Mrs. Foley met and fell in love with her late husband Frederick Foley of Oswego creating a love that lasted 72 years. Mrs. Foley’s devotion of “Friendship, Love, and Loyalty” has never waivered. She retired from Nestles Co., Fulton. Mrs. Foley was involved with her parish St. Mary’s Church, later named Immaculate Conception Church, and now named Holy Trinity Parish, Fulton. She was a longtime member of Catholic Daughters of America, a member of the Fulton Women’s Club, and A.L. Lee Memorial Hospital Auxiliary. Mrs. Foley was an avid golfer, and a member of the Nestle Workers Social Group. She was also involved in many community organizations one known as “One of the Golden Girls,” a past volunteer with the Fulton Cracker Barrel Fair, and she was an avid attendee of the Fulton Common Council meetings. Mrs. Foley was pre-deceased by her son-in-law: Jerome Lass. Mrs. Foley was very proud of her Canadian Heritage and her 4 daughters: Jeanne (Alex) Arnold Jeffress of Liverpool, NY; Carol (Michael) Cappelletti of Hannibal, NY; Susan (James) Suydam of Fulton, NY; and Trish Lass of PA; her sister Carmen Baron of Fulton, NY; brother and sister-in-law: Bill and Gloria Foley 9 grandchildren: Aaron and Katelin Arnold, Jason, Mike and Stephen Cappelletti, Sabrina Ervin, Sarah Scipione, Patrick Suydam, Allison Kerwin, 23 great grandchildren, 5 great great grandchildren and several nieces and nephews. Due to the national outbreak the family has decided to have a private graveside service at St. Mary’s Cemetery, Fulton where Rev. Joseph Scardella gave the final rite of committal prior to burial. The Sugar Funeral Home, Inc., 224 W. 2nd St. S., Fulton has care of the arrangements. .
