Theresa A. Blackwell, 92, of Hannibal, Fulton and Liverpool, died Wednesday December 7, 2016 at her home with her family by her side. She was born in Moline, Illinois, the daughter of the late Charles and Helen (Lucinski) Rymkiewicz. She moved to Oswego County in 1962. Mrs. Blackwell worked as an overseas telephone operator during WWII in Rock Island, ILL. She was a Department Manager at Montgomery Wards, in Fulton and J.C. Penney Co., in Illinois. Mrs. Blackwell also worked as a fraud investigator for Social services. She then worked as the Housing Inspector for HUD with the Oswego County Planning Board until she retired at 78 years of age. She was predeceased by her husband Robert C. Blackwell in 1969. Mrs. Blackwell is survived by her sons Robert (Victoria) Blackwell of Liverpool, Michael (Patricia) Blackwell of Oswego, five grandchildren Robin, Cindy, Adam, Ryan, Justin, and two great granddaughters Theresa and Addison. Funeral services will be conducted Monday 11:00 a.m. at the Sugar & Scanlon Funeral Home, Oswego. Burial will be in St. Peter’s Cemetery. Calling hours will be Monday morning from 9:00 to 11:00a.m. prior to the funeral service at the funeral home, 147 W. 4th St. Oswego.
